Eva Heidbreder ist Professorin für „Multilevel Governance in Europe“ an der Otto-von-Guericke-Universität Magdeburg. Seit 2022 ist sie Inhaberin eines Jean-Monnet-Lehrstuhls, der von der Europäischen Kommission gefördert wird.

Frühere Positionen umfassen eine Juniorprofessur an der Heinrich-Heine-Universität Düsseldorf, wo sie auch ihre Habilitation abschloss. Gastprofessuren hatte sie an der Universität Konstanz, der Humboldt-Universität sowie der Freien Universität Berlin inne. Nach ihrer Promotion am Europäischen Hochschulinstitut in Florenz war sie als Postdoc an der Freien Universität und der Hertie School of Governance in Berlin tätig. Sie erwarb einen MA in Modern European Studies an der University of North London, einen Magister in European Studies an der Universität Osnabrück sowie ein postgraduales Diplom im selben Bereich am Institut für Höhere Studien in Wien.

Ihre Forschungsschwerpunkte umfassen Themen wie effektives und legitimes Regieren in der EU, horizontale Implementierungsnetzwerke in der EU-Politikgestaltung, zivilgesellschaftliche Beteiligung sowie konkrete Fragestellungen wie die Verhandlungsprozesse des britischen EU-Austritts. Sie ist Co-Sprecherin verschiedener Sektionen oder Arbeitsgruppen in nationalen und internationalen Fachorganisationen, darunter der International Political Science Association (IPSA), der European Group for Public Administration (EGPA) und der Deutschen Vereinigung für Politikwissenschaft (DVPW, gewähltes Mitglied des Vorstands 2018–2021).

Eva Heidbreder leitet den BA- und MA-Studiengang European Studies an der OVGU. Im Rahmen der Studienprogramme werden den Studierenden Möglichkeiten für internationale Begegnungen und den Austausch mit Praktiker*innen in Exkursionen oder besonderen Vorträgen geboten. Sie hält regelmäßig Vorträge im In- und Ausland, um das breitere Feld der politischen Bildung und des Dialogs zu fördern.
